Does your character obey the rules, or try to skirt around them?: Depends. If they annoy him or get in his way, he'll skirt around or outright ignore them, but he isn't an outright anarchist. He won't do the opposite just to be contrary unless he's proving a point.
If your character is disobedient, what sort of rule-breaking would they engage in?: He'll deal contraband if he can liberate any. Stealing, obviously. Picking fights if he feels like it. He's like a cat. He's either being lazy or getting into trouble.
Has your character ever been to SHU?: He's new, so not yet. Give it time.
Is your character social, or do they keep to themselves?: He's not the most social, but he can be when he wants something.
Is your character more of a leader or a follower? Or neither?: Both? He has no problem taking up the lead if it seems like A: no one wants to step up, or B: the current leader is an idiot in his opinion.
What might they be doing on an average day?: Anything from just lazing about to reading to observing the prison, other prisoners, or the guards. If he's really bored, he'll probably pick fights, but that would be incredibly rare.
What's something about your character's behavior that the guards might like? What might they dislike?: Despite disliking people as a whole, Snart is incredibly personable when he wants to be. He would likely strike up idle conversation with the guards if they actually reply, just to pass time or intentionally form a good rapport with them. Keeping himself on their good side would be advantageous to him. He's also mostly lazy and less likely to pick fights than others, so that may be something they appreciate. They will probably hate the fact that he'll take every opportunity to lift items from literally everyone, guards and inmates alike. He does it just to keep his skills sharp and honestly doesn't even care to keep the items. So they'll likely find the item just lying about on a table in the meal room when he's done with it. He can also be quite mouthy, which could put a damper on his likeability.
How is your character perceived by other inmates, in their block and outside of it?: He isn't shy to tell someone when they're being stupid, so he might be a bit disliked in that regard. He's loyal, so if he's made any friends or positive relationships, they will know he'll have their back. To those who don't know him, he probably seems like he's an angry person who might stab you if you try to talk to him.
If they asked around, what might other PCs hear about your character?: Anything from rumours that he's a serial killer to that he's all talk. Honestly, he won't dispel most rumours.
Where would you like your character to end up, in terms of reputation and their role in their block and the prison as a whole?: I guess I'd like him to end up making a few good friends, whether he'll use that word or not to describe them. Either someone to tug on the 'good' side of his personality or the 'dark' side would be interesting.
What does your character think of the Anomaly?: Leo's very big on facts and proof. Until he's seen its influence, he'll just think everything is a ghost story. He's heard his fair share of ghost stories in prisons.
